It's Provo/Orem, UT.

The Provo-Orem area has the lowest divorce rate in the country.

According to llcattorney.com:

"The Provo-Orem area of Utah has the lowest divorce rate in the country at 5.7%. Utah County, where Provo and Orem are located, has the highest percentage of Mormon residents in the state. The divorce rate among Latter-day Saints is generally slightly lower than other religions." (Link to full article)

The Provo area is not only the lowest, it's the lowest by a fairly wide margin. The next area on the list, Laredo, TX, is 1.1% higher. And then the other cities are all within a decimal or so of the preceding cities. So a 1.1% jump is pretty big from first place to second place.

The highest divorce rates in the country belong to Medford, OR (15.8%), Dothan, AL (15.1%) and Fort Smith, AR-OK (15.1%)

Here's a pretty good contextualizing comment from u/illdieyoung:

"I’ve seen a lot of hypothesizing like this in the thread. Mostly claiming it has to do with married couples at BYU and UVU.

There are around 303,000 married people in the Provo-Orem metropolitan area. BYU and UVU combined have about 72,000 students. Even if you assume 50% of students at those schools are married (which is higher than the numbers I quickly found) that is 18,000 out of 303,000 marriages for college students. Not a tiny amount but also shows that’s it’s not just college students."

Another contributor could be that people get married young at UVU/BYU and then move away and if they get divorced it won't count against Provo-Orem.
